The plot in Better Days shifted tones with Naylor's blooming Randianism. It really started out as kind of a down-to-Earth slice of life kind of deal, and had the 'liberal establishment' as a tenant of the setting, but mostly just took pot shots from the sidelines, almost like Naylor thought he was working on South Park, only devoid of humor. He seemed to take it a step beyond probably when the teacher got killed by Fisk's father's army buddies, because the tone changed from there.
Now the actual dealings of life are the sub-plot and our main character has gone from the 'Radar' of his army unit fighting conscripts in Iraq to jet setting around the world as the rapidly adapting super agent. While I'd like to draw the conclusion that this is because there was never any plan for Better Days from the beginning, and as it went along Jay felt like he had to keep it 'exciting', I think it actually has more to do with his market.
He saturates his sales in themes. Better Days sideline smutcapades as the down-home cornbread kind of porn slowly went out of style, and he has a whole bastardization of Huckleberry Finn to fill that slot now, so he moved on the military angle, and now the spy/assassin one. That may well be timed to coincide with Quantum of Solace, but I doubt he's that aware of outside events. This theme will die away too when that smut market is saturated, and then Fisk will move on to a new adventure.
Don't think you'll ever get closure. This isn't Jack, it's just Fisk's kind of anti-Doctor Who, and he plans to run it out for just as long.
