Then why is entering adress of Allan's userpage still resulting in blank page being displayed instead of his account? If they really were at good terms Neer would prolly remove that block and lift the ban.

That also assumes Dragoneer is a competent administrator. He probably forgot the block/ban were even in place.

Because being on good terms with someone, and wanting to be around them are two different things. Dragoneer may not hate him, but he may not want him on the site.
