The Slowpoke talking-slow thing stopped being cute about ten years before the first person who saw it in Pokémon Gold/Silver decided to do it when talking on the Internet. Quit it. Also we all have nice fast internet access, 2000x1000 isn't a very large image in the grand scheme of things.
Nobody else has reported this fault and multiple people here can attest to the existence of a giant pink "Log Out" link on the right-hand side of the not-Google bar on FA. Go find someone else with the same problem who doesn't talk like their mouth is full of glue and we'll talk; in the meantime, disable all your extensions etc, standard debugging practices to see if you can figure it out yourself.
