I suspect it may be because the signup includes a trivia question with an answer you can only source from a wikipedia page that got erased with new updates 2 years ago.  So finding it takes a shit ton of trial and error rolling back through previous versions.  If you even know how, it's a waste of time.  If that trivia question is on there for anyone who signs up, you aren't going to get signups.
